MDTA Police Make Arrest in Child Pornography Investigation

Thousands of Computer Files Recovered

Baltimore, Md. (August 28, 2020) – Maryland Transportation Authority (MDTA) Police this morning arrested a 61-year-old Harford County man after a lengthy investigation into the discovery of thousands of files depicting child pornography on a computer at the South Locust Point Marine Terminal in Baltimore City. The discovery was reported to MDTA Police by BalTerm – a private shipping company that operates out of the terminal and owns the computer.

After a thorough investigation and execution of multiple search warrants and subpoenas, Mark Armstrong, of Forest Hill, Md., was identified as the suspect. Armstrong is charged with three counts of distribution of child pornography and three counts of possession of child pornography. MDTA Police Officers arrested Armstrong at his residence without incident and transported him to the Harford County Detention Center.

Detectives ask anyone with information on this investigation to contact the MDTA Police Criminal Investigations Unit at 410-537-6700. This is an ongoing investigation.

The MDTA Police thank the Maryland State Police Computer Crimes Unit, the Harford County Sherriff’s Office and the Baltimore City State’s Attorney’s Office for their assistance with this investigation.

Those persons charged with a crime are considered innocent until proven guilty in a court of law.

The Maryland Transportation Authority Police, a nationally accredited force, is the seventh-largest law enforcement agency in the State with more than 600 sworn and civilian law enforcement professionals. MDTA Police Officers provide law enforcement at the MDTA’s highways, bridges and tunnels, at BWI Thurgood Marshall Airport, and at the Port of Baltimore.

Following unanimous approval from the Board of Public Works, the Maryland Transit Administration (MTA) will begin construction to expand and modernize the MARC train storage facilities at the Martin Maintenance Yard in Baltimore County. Expanding storage capacity at the rail yard is a key component to delivering more frequent service that better serve existing, changing and new travel markets as outlined in the MARC Growth and Transformation Plan.

Hello

The project scope includes increased storage capacity for MARC Trains at the Martin Maintenance Yard (located near Martin State Airport), new tracks with catenary electrification, crossover tracks, a new inspection pit, and equipment that includes water hydrants, air piping extensions and light fixtures to support train car maintenance. The $35 million investment in improvements and increased capacity for the Martin Maintenance Yard is set to begin later this fall, with completion slated for summer 2027. It is supported by a discretionary grant from the Federal Railroad Administration’s Consolidated Rail Infrastructure and Safety Improvements Program.
