I-95 Express Toll Lanes (ETL) Northbound Extension - Home
This project will continue the Maryland Transportation Authority’s (MDTA's) efforts to provide a safe and reliable drive for its customers. In addition, the proposed improvements will increase quality of life for numerous communities with the construction of several new noise walls, the replacement or rehabilitation of seven bridges that are more than 50 years old, improving water quality, and the construction of two new Park and Ride facilities. The Park and Rides are designed with 200-275 parking spaces and include bicycle facilities and accommodations for transit connections for Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) and Harford Transit LINK services. The extension is expected to be open to traffic by the end of 2024 to MD 152, with the full extension to north of MD 24 open to traffic by the end of 2027. The proposed improvements will provide our customers with the option of using the general purpose/non-tolled lanes or using the ETLs. The ETLs will provide a relatively congestion-free commute for all users including those traveling by transit.

Work to Begin on MD 24 Northbound Auxiliary Lane March 25
Beginning March 25, 2024, weather permitting, work will begin on the construction of an auxiliary lane in the northbound direction on MD 24 in Harford County. The project will add a third auxiliary lane on northbound MD 24 from MD 924 through the Singer Road intersection, improving capacity and safety along the corridor while reducing congestion for vehicles traveling from I-95 toward Bel Air. As part of the project, northbound travel lanes will be resurfaced, and traffic signal modifications will be made at the Singer Road intersection. Noise walls will be installed along sections of the project area.
Construction will primarily occur within the existing median of MD 24 with work occasionally taking place in the shoulder areas. Temporary, off-peak lane closures and minor traffic shifts can be expected throughout the duration of the project until its completion in fall 2025.

Alternating single-lane traffic on Winters Run Road under I-95 begins May 10
Beginning Tuesday, May 10, 2022, Winters Run Road under I-95 will switch to an alternating traffic pattern maintained in a single lane using a temporary traffic signal. This alternating, single-lane traffic pattern is expected to be in effect until fall 2023. The new traffic pattern is needed to complete the widening of the I-95 Northbound Bridge over Winters Run Road and Winters Run Stream. Minor traffic delays are anticipated, and drivers using Winters Run Road should consider alternate routes. Access to all private residences will be maintained throughout the duration of the project.
The widening of the I-95 Northbound Bridge over Winters Run Road is part of the Maryland Transportation Authority’s (MDTA) $1.1 billion I-95 Express Toll Lanes (ETL) Northbound Extension Program to relieve congestion and improve travel along the I-95 Corridor into Harford County. In addition to the I-95 northbound roadway improvements, the program will replace several bridges that are more than 50 years old and provide new noise walls. The ETL Northbound Extension will be completed in multiple segments and expected to open to traffic in 2024 through MD 152 and in 2027 through MD 24.
