WILLIAM PINES NAMED CHIEF ENGINEER FOR

BALTIMORE, MD – The Maryland Transportation Authority (MDTA) has named Harford County resident William Pines, P.E., as Chief Engineer. Mr. Pines had been serving as Acting Chief Engineer for the agency since April 2019.

“Will demonstrated exceptional leadership in the role of Acting Chief Engineer, and I’m confident he will continue to do so in this new role,” said MDTA Executive Director James F. Ports, Jr. “The MDTA is fortunate to have such a proven expert directing our Office of Engineering and Construction.”

Since joining the MDTA in 2012, Chief Engineer Pines has served in several leadership roles for the Office of Engineering and Construction, including Inspection Program Manager, Bridge and Tunnel Manager, Deputy Director of Engineering, and most recently as Director of Project Development. He has managed several of MDTA’s ongoing projects, including the Harry W. Nice/Thomas “Mac” Middleton Bridge Replacement project, the I-95 Express Toll Lanes Northbound Extension Program and the I-895 Bridge Project.

“I am humbled and honored to be given the opportunity to lead the incredibly talented team of professionals in the MDTA Office of Engineering and Construction,” said Chief Engineer Pines. “Together, we will direct our passion and expertise to provide Marylanders with the safe, efficient and reliable travel they deserve.”

Chief Engineer Pines’ engineering experience extends beyond MDTA. He has contributed to significant regional endeavors such as the District Department of Transportation’s selection committee for the Frederick Douglass Memorial Bridge Replacement and an ongoing National Cooperative Highway Research Program panel for the evaluation of suspension bridges.

He obtained a Bachelor of Science in Civil Engineering from the University of Maryland, College Park, and a Master of Science in Management from the University of Maryland, University College. He is also a graduate of the American Association of State Highway and Transportation Officials’ National Transportation Leadership Institute.

The Maryland Transportation Authority (MDTA) finances, owns and operates the state’s eight toll facilities. MDTA Board Members, appointed by the governor with consent of the state Senate, serve as the agency’s policy-setting and governing body. Maryland's Secretary of Transportation serves as MDTA Chairman.
