Bay Bridge Protection Project 

The Bay Bridge Protection Project was initiated for the implementation of an enhanced bridge protection system for the William Preston Lane, Jr. Memorial (Bay) Bridge. While the bridge’s pier protection design and condition meet the requirements of the bridge’s federal permits, the project is designed based on current American Association of State Highway and Transportation Officials (ASASHTO) code requirements to enhance pier protection. The MDTA is developing project scope for the installation of up to 16 dolphins to provide protection to the main span piers of the Eastbound and Westbound Bay Bridges and anticipates issuing a Request for Proposals (RFP) in Winter 2025 seeking the services of a qualified Design-Builder for a contract to provide complete design and construction of the marine-based installation of protection systems. The total project cost is estimated at $177 million, and construction is anticipated to start in Spring 2027 after the selection of the Design-Builder. Notice to proceed is anticipated in Fall 2026 which will be followed by additional geotechnical investigations, as needed, and the start of the design.

Point Breeze

Following unanimous approval from the Board of Public Works, the Maryland Transit Administration (MTA) will begin construction to expand and modernize the MARC train storage facilities at the Martin Maintenance Yard in Baltimore County. Expanding storage capacity at the rail yard is a key component to delivering more frequent service that better serve existing, changing and new travel markets as outlined in the MARC Growth and Transformation Plan.

The project scope includes increased storage capacity for MARC Trains at the Martin Maintenance Yard (located near Martin State Airport), new tracks with catenary electrification, crossover tracks, a new inspection pit, and equipment that includes water hydrants, air piping extensions and light fixtures to support train car maintenance. The $35 million investment in improvements and increased capacity for the Martin Maintenance Yard is set to begin later this fall, with completion slated for summer 2027. It is supported by a discretionary grant from the Federal Railroad Administration’s Consolidated Rail Infrastructure and Safety Improvements Program.
