MDTA Division of Procurement

The MDTA Division of Procurement is responsible for providing all aspects of the procurement process in support of the MDTA's capital program, operating budget and its Police force. The Division develops, solicits, evaluates, negotiates and awards all construction, architectural/engineering, consultant, service, maintenance, specialized equipment, commodities, information technology and small procurements for MDTA and the MDTA Police.

For items not available from state contracts, Division of Procurement’s Procurement Offices are required to use eMaryland Marketplace Advantage (eMMA): https://emma.maryland.gov/ to advertise solicitations. The eMMA website is the gateway to bidding opportunities for commodity, construction, architectural/engineering, facility, maintenance, human services, information technology and related services.

Bonding Requirements

Bonding Requirements

There are no bonding requirements for Architectural/Engineering contracts. Bonding requirements for Construction Contracts are as follows:

  • Bid/Proposal Bond

    The MDTA requires that each bid or proposal be accompanied by a bid bond in the amount of at least five percent of the total contract price.
  • Performance/Payment Bond

    The selected contractor is required to submit to the MDTA a Performance and Payment Bond in an amount equal to at least 100 percent of the contract price.

Architectural/Engineering and Construction Contracts

The Architectural/Engineering & Construction Section provides all aspects of the procurement process for consultant services, construction and construction related services contracts for the MDTA. The responsibilities include Request for Proposal (RFP) and Invitation to Bid (IFB) development, advertising, pre-proposal meetings and award process. The Architectural/Engineering & Construction unit utilizes the Bid Express (BidX): https://www.bidx.com/ electronic bidding system for all of MDTA’s Construction IFBs.

Information Technology (IT) Services and IT Commodities Contracts

The Information Technology and Commodities Section provides all aspects of the procurement process for IT services, maintenance, maintenance-related service contracts and IT commodity procurements for the MDTA. Responsibilities include obtaining quotes, Request for Proposal (RFP) and Invitation to Bid (IFB) development, advertising, pre-bid/proposal meetings, bid openings, award process and contract monitoring.

Software and hardware are procured through the Maryland Department of Information Technology (DoIT) statewide master contracts. The master contracts are re-competed every few years.

On DoIT's website, the CATS Plus Master Contract for IT Services link has a tab for open solicitations. You will find dates for pre-proposal meetings that your company can attend to network with many of the Master Contractors and possibly partner with a contractor on one of the task orders as a subcontractor. DoIT's website is where IT bid opportunities for all Maryland agencies are posted. In addition, the MDTA utilizes DoIT Master Contracts for the procurement of IT commodities.

For items being purchased over $15,000 that are not on a DoIT Master Contract, eMMA is utilized for advertisement.

Services/Maintenance and Small Procurements Contracts

The Services and Maintenance Contracts Section provides all aspects of the procurement process for professional services, facilities/grounds maintenance, maintenance-related service contracts and small procurements for the MDTA. Responsibilities include obtaining quotes, Request for Proposal (RFP) and Invitation to Bid (IFB) development, advertising, pre-bid/proposal meetings, bid openings, award process and contract monitoring.
